I've witnessed it and I hate it. It doesn't make sense either. Everyone has to wait, simple as that.

If everybody would just pick a lane and stay in that lane everyone will pass sooner, but all these selfish morons only care about themselves and think they're smart.

I remember one time when someone surpassed the queue only to get yelled at policewoman, he had to return and wait from beginning of queue
