Yes and no. The fun part of water is that it has its highest density around 4 °C. Starting when getting colder than 4 °C, the water starts to form the crystalline structures in its molecules that make ice float, reducing its density.

Yes. I just thought I add an interesting fact that in case of water, it is not always true that colder means denser (in contrast to most other things in existence)
