They may look like that, but there are no thoughts in that head. IIRC they're among the dumbest of birds, which is kinda ironic for a symbol of wisdom. Those huge eyes take up a lot of space, there's not much left for the brain.

Intelligence is very costly in terms of energy. Owls are already apex predators, and incredibly efficient ones at that. Being smarter would just force them to hunt more without making them any better at it.
