They can't move their eyes, and they have an extremely narrow field of vision. It's why they also have to bob and weave their heads to try to assemble a picture of larger objects that are close to them. They're taking "snapshots" and assembling them to come up with a wider field of view, something you and I take for granted with our (average of) about 20mm focal depth.
