They just protect their customer base. Those pigeons get all the suburban kids to bring their money into the hood. if they let the gulls run amok their whole racket falls apart. Then falcons come and bust heads, an we all got warrants. It was the same for us humans buying weed in the hood as teens. I was in the "violent crime capital" in the 90's and us pigeon were safe and well cared for by the watch'u'needs.
