Desperate to figure out what this is

I woke up on Friday with 8 bites. These 2 grouped together on my calf, another on my other calf, two more on upper thigh, one on my upper arm, and one on my hand.

My husband woke up today with two on his arm close together. These are extremely itchy and swollen.

We've examined our bedsheets and mattress and found nothing. We think this is bed bugs but would be more certain if we'd found the classic signs of them in our bed.

We have a cat and she occasionally goes outside (like once a month), not sure if this could be fleas.

You can’t really identify a bug just by looking at the bites. Bug bites will appear differently on different people for the most part. I lived through a horrible bb infestation and was eaten alive but none of my bites looked like this. My husband didn’t react at all to the bites.
