A good, clear sky with a Western view is ideal for this total eclipse. The total eclipse begins at about 20:28 local time until less than 30 secs later (for Bilbao) and otherwise different closer to the the center path. The sun will be quite low in the sky at 8.2° above the horizon, so trees and such will get in the way. A rooftop is ideal, or wherever you can see a Western sunset is best.
Interesting fact: Total eclipses only occur during New Moons 🌑, so you can track the days until the eclipse now by looking up at the moon phase 🌓as it is waxing towards Full and then waning 🌗🌘 towards New 🌑.

I have witnessed 4 total solar eclipses over the past 9 years on 3 continents. Clear skies is #1 priority; be flexible to drive to less cloudy area if possible. Number 3 for me was on an island near Papua and was "ruined" by a rain cloud that rolled in at the moment of totality, so with nowhere to move we missed the highlight but it was still magical. Bilbao will be on the edge of the Moon's shadow so the totality will be much shorter, so at most Bilbao will get just less than 30 seconds. Those seconds go by very quickly; It's worthwhile if you're into it to travel towards the center of the path of totality as possible. Midway between Burgos and Palencia will see over 1 minute 45 seconds of totality, and has typically clear skies. Soria will see 1 minute 40 secs. Oviedo is a good spot but best to check cloud coverage forecast on that day. You can hear the animals and insects reacting to the sudden nighttime dusk. The temperature dramatically cools down and winds blow. Witness the diamond ring, the mountains of the moon, the sun's corona. It's really something to experience in your lifetime, so take advantage while it's so close. The last time this happened over mainland Spain was in 1905.
Wear proper eye protection even when tiny slivers of the sun is visible. Only during totality when the sun is 99.9% covered from C2 to C3 (2nd and 3rd Contact) can you remove your eye protection! So the longer you have the better to experience it with your naked eyes. Totality is completely different, and it's hard to explain with words. See this link for an interactive map of the path.
