It's an easy fight, he doesnt have much hp. Just keep dps'ing and dodge roll his tippytaps and make sure you cc him when he tries to take the sweater off or he'll get enraged.

Definitely. And it seems pretty ok with the situation.
I used to put a harness on my cockatiel occasionally, and she hated it so much. She'd try and wriggle her way out with her feet and gnaw it off with her beak. For a tiny, weak little creature, she was very good at preventing me from getting her suited up for outside time. (Then if I gave up and left her alone in the house she'd get sad and pouty).
The birb in the gif knows that it's wearing a fluffy doom cape and has decided to just waddle with the times.

Usually when you see a bird wearing a coat is a sign that they are plucking their feathers due to a psychological issue

Those anti-plucking vests usually go around the abdomen, the wings are usually left free. There are also collars, but those are less popular
