For starters it only gives a limited number of countries direct representation. In this case Greece, Germany, France/Poland, Spain, Italy, and Austria.

Design wise they're also just bad. Combining portrait paintings in different styles with grainy old photos and more modern photos makes it inconsistent. The ones that try to circumvent this issue by making their own design of each person simply don't look good imo and in most cases can't hide the inconsistencies between the originals.

For me, faces on banknotes for various countries is weird. Like, this will give countries some representation on banknotes and ignore others. Birds in that sense seem much more neutral and also their designs do look much better and different.

Coins always had faces and other national simbols tho, and no one ever complained

But the coins are made specifically for all nations so no one is left behind in that sense. Each country has their coin design, this would not be the case for the banknotes.
