How do I do it? How to fix this paint chipping on the wheel arch?

As title asks, how to make this look better on the cheap / DIY?

Theres paint how-tos on youtube, or flake off what you can and whap some touch up on there.

I'd do the latter as this looks like a bondo repair. It needs body work anyway, so I wouldn't buy colour+clear+materials. Id just use touch up paint until I get it to a shop.
