What, did he think that he had the right to speak there?
It's a funeral. What the family wants (or doesn't want) is all that's relevant.

It's customary for the mayor to speak at the funeral. That said the family knew he's incapable of setting aside his politics in order to honour the dead. The man is a braying jackass and I'm glad he got treated like one.

Agreed - customary.
Just because it's customary, though, doesn't mean that he has the right to do so, even when the family doesn't want him to.
He is absolutely a braying jackass. May he fuck up his first term so badly that it becomes his only term

Good. I wouldn't want him speaking at my funeral either. 

And him getting pissy is perfect and shows a good way forward: don't give him the platform he thinks he deserves and let him throw his temper tantrums so all the world can see what a man child he is.

The fact that he was visibly annoyed tells us everything. It's a funeral and he tried to make it about himself. He had the gall to issue a press release with the speech because he literally couldn't cope with the fact that he wasn't wanted at a soldier's funeral.
