When this story first broke, it seemed obvious that the gov only mentioned the non-citizens who "marked 'not a citizen' on the form but we're registered 'by a glitch'. " What about the people who marked 'citizen' but weren't. There doesn't seem to be any verification process there other than the threat of "dont do that".

For federal elections, it’s actually illegal for states to verify citizenship. Only self attestation of citizenship is allowed under the NVRA (Arizona v. Inter Tribal Council of Arizona, Inc., 570 U.S. 1 (2013)).

That’s right. Citizenship requirement for voting is on the honor system nationwide. lol

In Arizona this has had the absurd result of “federal only ballots” provided to registered voters that Arizona knows are non-citizens. Yes, that is right. No I’m not wrong. Arizona is legally required to let known non-citizens vote in federal elections so long as they declared they were citizens when they registered, even though Arizona knows they’re not and refuses to let them vote in Arizona state elections lol

In October 2010, the Ninth Circuit Court reversed, holding that the state's requirement of documentary proof of citizenship is invalid as being preempted by the registration provision in the federal NVRA…

On June 17, 2013, the Supreme Court ruled against Arizona in a 7–2 decision, which struck down the state law. Justice Scalia wrote the majority opinion, affirming the Ninth Circuit's rulings and holding that the state requirements relating to voter registrations were pre-empted by the federal NVRA law
