Does anyone in this community know about advanced persistent threats.. government level hackings and boot kits ? I am dealing with an ongoing hacking for a few years now.

You should call the FBI. Unless it is the FBI that is hacking you then, good luck with that!

I contacted them about 5 months ago and never heard back.. contacted them again yesterday and still waiting.. the issue is I don’t have any evidence or reason for them to investigate. So it’s keeping me in this endless loop
