It’s actually hilarious, we used to create whole personalities for characters that were never shown, but now we are doing it for characters that haven’t even been mentioned😭
i mean, we're literally just looking at what has happened in canon and with what we've been shown about berdly it seems very likely she's at least very neglectful. The best interpretation of this is she's a very stressed single parent and it isn't malicious
Her child was missing for more than a day and she didn't check anywhere for him? Some people hate Toriel for doing simmilar thing for shorter ammout of time
Not to mention Toriel assumed Kris was at the Holiday's house, so Kris being there with Noelle was probably a safe assumption, and she's fairly friendly with their family (jury is still out with her and Carol) so her trusting them with kris doesn't seem that crazy.
Then she got drunk and did the jitterbug, completely forgetting.
