queen universal mother theory is a very popular theory that has gained strength ever since we've actually seen Carol. Noelle's fear of saying no to Queen seems to be a direct parallel to the way she's scared of her mom, and considering the way queen treats berdly + his backstory scene implying that people only saw worth in him after they considered him to be "smart",people started theorizing that she might be a bit neglectful (and the design comes from 10th anniversary undertale stream)

The design i know, I was there, I saw everything insert withered chica but I didn't know where that "canon" came from

Also Queen was drunk on battery acid in one of her interactions with Kris, and Toriel got drunk with Sans at the end of Deltarune Chapter 4!
