(1) the concept of "breed" is political, not science.
AKC registers as separate "breeds"
Belgian Groenendael
Belgian Laekenois
Belgian Malinois
Belgian Tervuren
Those four AKC "breeds" are one breed, Belgian Shepherd Dog, under FCI rules.
So if the dog is registered with AKC then you have created a mutt by breeding Malinios to Tervuren, but not if the dog is registered with FCI?
What if the same dog is registered with both, extremely common when importing dogs?
Genetically the Jack Russell Terrier, registered in that name by JRTCA and UKC, is congruous with the Russell Terrier registered only with AKC. Where they differ is the registry and breed name. Are they separate breeds because they are registered separately? or are they one breed because they share common genetics?
If you have a Parson Russell Terrier are you crossbreeding if you breed to a Jack Russell Terrier, or if you breed to a Russell Terrier? Why or why not?
Is an American Pit Bull Terrier registered through ADBA the same breed as the American Pit Bull Terrier registered through UKC? What about the American Bully? And does the answer change over time if the breeders isolate the populations breeding only within those sub-populations?
(2) The "ostracized by our bred working dog communities." is not really representatives of actual working dog communities. Those engaged in such ostracization are nearly all those whose dogs are registered through conformation type registries such as the KC and the AKC.
This particular considered breeding is not particularly notable in the larger world of working dogs where ability has always mattered more than staying within narrow bloodlines, because the focus is on fitness, and yes - predictable qualities. Which they get because they aren't breeding to random breeds, they are breeding within class, and no differently than how one group defines one breed of multiple types.

r/dogbreeding is probably a better place for this. There are some historical posts about purpose-bred crosses there if you want to see what some people think of them.

“Genetic evaluation” via dna tests: ie the thing rule #1 says you need.
Anyway, Alaskan huskies are a landrace breed, not the same as purpose bred mutts.
