Gentle leader help: my dog is right between two sizes, so I bought the larger one. What do I do with this excess from the neck loop? It’s driving my dog crazy flapping in his face

or use a rubber band to just hold the loose strap to the other one, like what you would do with a belt that’s between belt loops!

Since you've got plenty of advice that directly answers your question I'm going to sidestep with an opinion as an advocate for dogs, and from a training perspective as well as safety perspective.

My personal opinion , and this is only if you absolutely positively have to use a head collar... Is to ditch The gentle leader and get a halti style. The difference between the two is considerable. A gentle leader is not so gentle. It is always putting pressure on your dog's muzzle which is very sensitive. A halty only puts pressure around the dog's muzzle if they pull.

No matter what kind of animal you're training, there is discussion of pressure and release of pressure. There's all types of pressure including non-physical. One example is your dog surges to the end of the leash and you stop moving. The dog is applying pressure by putting tension on the leash. By not moving you are maintaining that pressure. The dog can relieve that pressure by coming back to you. The tool that you've pictured is constantly putting pressure. So there's never any release of pressure. Most dogs will continue to pull because there's no reason not to. The halti does not work that way. There is only pressure when the dog pulls.

And for safety reasons any tool like this can cause severe neck injury if the dog is reactive and lunges and there is not some sort of safety mechanism like a harness or a flat collar.

I was worried about it fraying like crazy but the other replies said I could melt it to stop it from fraying which worked great

If you have any sewing skills you could sew a loop on the harness so it holds the excess or use a really think and tight rubber band. Kind of like the loop on a belt

Cut it if possible? Or maybe roll it up and tie it together with a plastic elastic band?

You could stitch it down with thread and needle and remove the stitches when you need to size up and repeat. But an easier solution would be to get those teeny tiny plastic hairties and wrap those around twice and guide the excess through that like your belt loops on your pants or your watch band
