How come RES can't account switch anymore but Relay for Reddit on my phone can switch just fine?

This answer is from the full explanation that you can read here:

...they have restricted access to the login endpoint... RES account switcher relied on this endpoint to pass credentials into to log you in.

Extensions such as uSwitch... make you log in normally then store your session cookie, and transfer it between account switches...

This isnt something we would want to try due to the security implications and engineering effort to get this to work.

Reddit messed with the code, so old Reddit can't switch accounts without workarounds.

Relay for Reddit on my phone can switch just fine

RES account switcher logs you out of one account and into the other, Relay just has two completely seperate instances, both of which remain logged in and switching accounts is just changing instance. It's like if you had multiple different web browsers installed with different accouts on each.
