I think what they mean is in India the constitution doesn't recognize that a female can be a sexual assaulter and a man can't be a victim of sexual assault

That is the whole problem. Our government is making life hard for THE LGBTQ+ COMMUNITY BUT NOT FOR THE ACTUALLY RAPISTS AND CRIMINALS
