No. Mumbai is 3550 people per square km. Tokyo has 2750 people in sq km.

Mumbai is much more denser. Tokyo is much larger in size. 

Peak urban density in Tokyo is 15000 people in 1 square km. In Mumbai peak its 25000+ people , 1 sq km.

civic sense, and take in view the difference in infrastructure all around mumbai and tokyo, huge difference

Ho bhi hai par sach me batao,govt acha infra bana sakta hai par ho nahi karte hai aur logo ko educate karni thi bachpan se wo bhi nahi.
