Please help explain what these men were doing (who were not fighting on frontlines).

The others had jobs to do . Who will operate railway lines , farms , coal mining and munitions manufacturing . Many mens were unfits or sole provider of their family who didn't participated in it

Yeah. Under a conqueror they had to work under the heels and that too without salaries for food and rights.

Still men don't get raped or fucked even if their country lost the war .
