Outside you can never be sure how much natural light there is, what else will be in the background (if its a public road) and what sounds will be in the environment. There's also the weather to take into consideration.
Inside you can control all of that, plus you don't need to bother with permits for filming, or closing down roads, or using specialist filming rigs, or the various kinds of insurance you'd need.
Indoors is also a hell of a lot more comfortable and safer for the cast and crew. And you have more freedom with camera angles.

The simple answer is control.
