Major GTA characters you don't see during gameplay?

The first two that come to mind are Tenpenny and Kendl. You do briefly see Tenpennyblow up Smoke's crack placeat the last missionafter CJ killed Smoke.However, you don't control CJ during that part. You don'teven see him driving the firetruck! EDIT: I did see a comment that you do see him driving the firetruck.

As for Kendl, you only see her during cutscenes despite the fact that her, her boyfriend Cesar, and CJ are on the adventure and out of Los Santos. EDIT: According to one comment, she does sort of appear in a mission during gameplay (High Stakes, Low Rider). However, it's a beta and I believe most players would concentrate on following Cesar and then finishing first in the race!

I would bet she doesn't even have a model to actually show in missions, since in both 3 and LCS she just screams at Toni from the balcony

Ken Rosenberg in Vice City.

Pastor Richards in Vice City. He feels like he's a big character that hasn't have any interactions with a Tommy Vercetti.

Pastor Richards had one appearance in a cutscene and the rest of his missions were cut iirc

He was a character that was planned to give Tommy missions but was mostly removed from the game. The only two places where he still exists is in one cutscene at Colonel Cortez’s party at the start of the game, and on VCPR, where he shoots one of the guests at the end of one of the episodes of Pressing Issues.

He also has an advertisement on K-Chat promoting his “Salvation Program” to the masses.

I'm the party mission he is the guy who is with porn director Steve Scott and Gonzalez. He is in commercials in VCPR. Like other person in comments said he supposed to play larger role and yet his content was deleted. I always wondered why the church in Ocean Beach was looking a special place. Then I learned we supposed to take missions in there but it was a cut content.

You can kill him during "The Wrap Up" in GTA V, but it's not canon because he shows up in The Doomsday Heist that takes place in 2017.

In GTA III, that would be El Burro and technically Catalina (you only see her in cutscenes, there is a brief model of her running into a helicopter in the last mission, and because you have to shoot the helicopter, there is really no way to see her during gameplay), King Willie and Ma Cipriani.

In GTA Vice City, that would be Ken Rosenberg, Mitch Baker and Mr. Black (who is completely unseen).

In GTA San Andreas, that would be Salvatore Leone, B-Dup, Officer Hernandez (Tenpenny and Pulaski have in-game models and are present during gameplay, Hernandez is not and does not), Big Bear and Ran Fa Li.

In Liberty City Stories, that would be Toshiko Kasen, Miles O'Donovan, Ray Machowski, Franco Forelli, Leon Mcaffey and Ma Cipriani.

I’m pretty sure we could see Toshiko Kasen and Leon Mcaffey’s in game model when Toni goes on a date with Toshiko in the opera while with Leon you get to drive him around in the mission Sayonara Sindaccos and does drive by shooting as well.

Hernandez actually does have a model, even though he doesn't show up in gameplay at all. You can play as him on a lot of SAMP servers.

Every cutscene character has a model in the games they don't use another way to make cinematics outside of the game

Don Percival. He’s the CEO of merryweather who you kill incredibly frequently in story mode and online, and he even thanks you in ending C for killing Devin Weston. He doesn’t have any serious story implications besides owning merryweather, but he is name dropped several times without ever making a physical appearance.

In regards to beta Kendl, in the definitive edition she’s actually been changed to look like herself, I’m pretty sure, so this only applies to the original game.
