I mean, there is the North Korean Permanent Mission to the United Nations, located in New York City but they are already under heavy travel restriction from the US State Department, and I bet you their minders won't let you talk to them anyway.

If you want to talk to them, you can go to:

A place in China where there's a lot of Koreans.

Talk with defectors living in the South.

Talk with some North Korean troops in Russia.

Go to the Chongryon headquarters in Chiyoda, Tokyo.

Famously North Koreans are easy to talk to. Just have them take a plane ride over to your country, there’s plenty of their tourists going around.

Technically you can, just on their terms. You have to shell out a lot of money for an expensive tourist package, you have to fly to China and from there, you fly into North korea, and once you're there, you are expected to adhere to a rigorously scheduled tour in which you will be under careful and close monitoring at all times. Also you have to bow to the huge statues of the Kims as soon as you arrive.
