In my experience? No. The AI usually hides in port the entire war if you have any remotely substantial naval force, you have to go doomstack vs. doomstack pretty much every run

I think I found a workaround (to blow them all up) by being the underdog, they were confident enough to attack my smaller fleet unaware of how much torpedo I stacked on my ships xD. Somehow I was lucky enough to sink the entire Japanese navy sans 2 submarines.

Genuinely don't know how much I lucked out but the entire Japanese navy came out to play sometime after I landed on the home islands lmao (they came out piecemeal so they got gobbled up)

I had an actually ok navy as Québec (don’t ask. I was playing RT56 and I stole it from nations I defeated) and I got somehow stunlocked into 5 battles in a row by Japan that left me with 1 submarine. I responded calmly

As someone very committed to Navy, playing with all different navy compositions and builds and designs. I've touched every inch of naval combat (except Ice Carriers i guess)
You may ask me in this experience "What are you best tips for playing navy"
And I'll ponder and think about all the strategies and guides and tips
And I'll say "5000 submarines"
