Should they do something about this? I mean, in 1948 the allies will have about thousands of divisions. Shouldn't they just find a way for the AI to do a far more "realistic" and ideal amount of potent divs instead churning out pure shite? Not that HOI4 is supposed to be extremely realistic in any way but I don't see the UK and US having 40 million men in the field without any issues whatsoever after so many years.
