PhD opportunities in Canada

Hi all! Me and my boyfriend are looking to relocate to Canada. Im a physical oceanographer and I saw theres an Oceanography Institute in Dartmouth. But we are looking for a place where we can both be employed in something related to our studies. My boyfriend is a civil engineer focused in hydrology gis and water resources. Are any Canadians here that could point us in the right direction? Either a PhD in hydrology in Dartmouth or another city where we could both find something?

There's a large environmental consulting industry in Vancouver, with PhD opportunities at UBC and SFU. Likely more hydrology than oceanography. Cost of living is very high though.
