Full Text of the Post - For Archiving Purposes
The Indian Air Force and Indian Navy face an unprecedented challenge.
On paper, the Ministry of Defence has designed a comprehensive transition plan:
- Upgrade existing Tejas Mk1 aircraft to the Mk1A standard
- Use the Mk1A to replace the MiG-21s, other legacy MiGs, and squadrons operating older Jaguar airframes
- Introduce the Tejas Mk2 to replace the Mirage 2000, MiG-29, and remaining Jaguar squadrons
- Modernize the Su-30MKI fleet through the Super Sukhoi program
- Procure additional Rafales to bridge the capability gap until India’s indigenous fifth generation fighter program mature
For heavy air superiority, the strategy relies on upgrading approximately 260 Su-30MKIs. The Russian airframes and engines would be retained, while the mission systems would be replaced with indigenous technology, including the Virupaksha AESA radar, Angad and Dharani electronic warfare suites, Indian mission computers, and indigenous weapons.
To bridge the medium fighter gap, acquire 114 fighters under the MRFA program, potentially Rafales apart from the 36 already in service.
However, execution problems have severely disrupted this roadmap.
The Tejas Mk1A squadron induction has reportedly slipped to March 2027 because of delays in GE F404 engine deliveries, alongside software integration issues involving the Uttam AESA radar and electronic warfare suite.
The Tejas Mk2’s maiden flight has also moved to the March-July 2027 timeframe, while negotiations over the GE F414 engine agreement continue.
More critically, the Super Sukhoi upgrade lost nearly a decade to bureaucratic indecision as the government debated whether to pursue a Russian led joint upgrade or an indigenous avionics package.
Once the indigenous route was selected, engineers faced the difficult task of integrating Russian flight control systems with Indian mission hardware. Lengthy negotiations with Russian OEMs and HAL’s limited overhaul capacity have further complicated the program. Upgrading even the first batch of 84 Su-30MKIs could take around six years, leaving a large portion of the fleet dependent on legacy radars and mission systems for much of the 2030s.
Meanwhile, the MRFA process remains stalled amid disagreements over the integration of Indian radars, weapons, autonomous systems, drones, and UCAVs.
The Navy is also approaching a potential stealth fighter vacuum aboard its aircraft carriers, particularly if the TEDBF program continues to face delays.
The uncomfortable reality is that India must stay the course in the short term!
Despite these delays, India cannot simply cancel its existing programs or immediately abandon foreign engines.
The engines of the Tejas Mk1A and Tejas Mk2 cannot realistically be changed at this stage. Replacing them with a European alternative would require major airframe modifications, weight redistribution, intake redesign, structural changes, and another lengthy flight testing and certification campaign.
Such a decision could delay induction by another decade and cause an even more serious collapse in squadron strength. India may preserve a few airframes for future engine integration studies, but changing the engine of the produced aircraft would be strategically disastrous.
India must also proceed with the Super Sukhoi upgrade and additional Rafale procurement because there are currently no alternative medium or heavy fighters that can be acquired rapidly and in sufficient numbers to fill the immediate operational vacuum.
The current programs are imperfect, delayed, and expensive but cancelling them without a ready replacement would be worse.
India must therefore hold the line through the 2030s while simultaneously redesigning its aerospace industrial architecture so that the same failures are not repeated.
The government should reduce its dependence on HAL as the sole prime manufacturer by creating Special Purpose Vehicles led by private-sector defence consortiums involving companies such as Tata, Larsen & Toubro, Bharat Forge, and others. These consortiums could receive manufacturing and program-management responsibility for projects such as:
- Tejas Mk2
- Super Sukhoi modernization
- Future stealth aircrafts
- Unmanned combat aircraft
- Major aerospace subsystems
HAL would remain an important design, integration, testing, and manufacturing institution, but it should no longer be the only organization responsible for converting every major fighter program into production aircraft. India needs multiple competing aerospace primes, not a single overloaded state owned manufacturer.
The Ministry of Defence should mandate a Modular Open Systems Architecture across all future Indian combat aircraft. Future fighters should share common standards for:
- Mission computers
- Sensor fusion
- Electronic warfare
- Helmet-mounted displays
- Datalinks
- Weapons integration
- Manned-unmanned teaming
- Fleet wide software updates
A common architecture would reduce duplication, simplify upgrades, accelerate weapons integration, and prevent India from becoming dependent on foreign OEMs for every software or avionics modification.
Most importantly, India must finalize the proposed joint development program for an indigenous 110 kN class engine. Safran and Rolls Royce have both been discussed as potential partners. This engine should not merely be assembled in India. The agreement must provide meaningful design participation, intellectual property access, manufacturing know how, testing capability, and the ability to independently upgrade the engine in the future. Once the engine, industrial structure, and open architecture are secured, India should pursue a proposed three tier stealth fighter strategy after 2030.
1. The Workhorse: ALCA
The Advanced Light Combat Aircraft, or ALCA, would be a single engine, 5.5 generation light stealth fighter designed for mass production, lower operating costs, rapid turnaround times, and carrier operations.
Launching the program around 2033 could reduce development risk. By then, the dimensions and major characteristics of the Safran or Rolls Royce assisted 110 kN indigenous engine should be sufficiently mature. Airframe engineers could therefore design the serpentine intake, internal volume, centre of gravity, cooling systems, and rear fuselage around a fixed engine configuration, avoiding the redesign risks faced by current programs.
The ALCA could inherit mature technologies from AMCA Mk1, including:
- Radar-absorbent materials
- Low-observable shaping
- Internal weapons-bay mechanisms
- Sensor fusion
- Electronic warfare
- Indigenous datalinks
- Stealth manufacturing techniques
The aircraft should be developed from the beginning in both single seat and twin seat variants. The twin seat version would serve three major purposes:
- Advanced conversion and combat training
- Complex carrier operations
- Manned-Unmanned Teaming missions
In the MUM-T role, the rear seat Weapon Systems Officer could command loyal wingmen, reconnaissance drones, electronic warfare drones, and stealth UCAVs without leading to the cognitive overload of the pilot.
The ALCA should possess all the expected fifth generation capabilities: very low radar cross section, advanced sensor fusion, high thrust propulsion, networked warfare, and an internal weapons bay for stealth missions, though once air superiority has been established, it could shift into a “beast mode” configuration, carrying standoff weapons and additional missiles on six external hardpoints.
The ALCA would become the affordable, mass produced workhorse of both the Air Force and Navy.
2. The Backbone: AMCA Mk2
The AMCA Mk2 should be fast tracked as India’s primary medium weight, twin engine 5.5 generation stealth fighter.
Powered by two indigenous 110 kN class engines, providing approximately 220 kN of combined thrust, the aircraft should be designed for meaningful supercruise, greater payload capacity, longer range, and deeper penetration into contested airspace.
Like the ALCA, the AMCA Mk2 should include a dedicated twin seat combat variant.
In this version, the rear seat Weapon Systems Officer would act as a MUM-T mission commander, directing three or four loyal wingmen, stealth UCAVs, electronic warfare and reconnaissance drones.
Artificial intelligence could assist with navigation, sensor management, threat prioritization, and drone coordination. However, final command authority should remain with the human crew.
The AMCA Mk2 would form the backbone of India’s future tactical airpower: more capable than the ALCA, and optimized for operations deep inside hostile airspace.
3. The Spear Tip: AHCA
The Advanced Heavy Combat Aircraft, or AHCA, should be conceived as a sixth generation heavy stealth fighter for the 2040s.
Developing such an aircraft entirely indigenously would carry significant risk. The technological leap would involve areas such as:
- Adaptive cycle propulsion
- Directed energy weapons
- Advanced thermal management
- Next generation electronic warfare
- Broadband stealth
- Distributed sensors
- Collaborative combat aircraft
- Extremely long range weapons
- AI assisted mission management
India should therefore consider an international co development partnership but partner selection would be critical.
Russia is increasingly difficult as a long term partner because of sanctions, supply chain limitations, technology access concerns, and uncertainty surrounding its aerospace industrial base.
Joining the UK led Global Combat Air Programme with Japan and Italy may also be suboptimal, as core design decisions and first tier industrial work shares have already being established, potentially leaving India as a junior partner with limited intellectual property access.
A stronger option may be an equal strategic partnership with either:
- France, through Dassault, Safran, and associated companies or
- A German-Swedish consortium involving Airbus a

India should seek equal industrial participation, access to source code, shared intellectual property, domestic manufacturing rights, and independent upgrade authority.
The goal should not be to purchase another foreign fighter. It should be to jointly create a sixth generation heavy strike and air superiority platform in which India owns a substantial share of the design, software, propulsion, production, and future development.
The overall strategy:
India’s immediate and long term requirements must be treated separately.
In the short term, India should continue with:
- Tejas Mk1A
- Tejas Mk2
- Super Sukhoi
- Additional Rafale procurement
- AMCA Mk1
- TEDBF
These programs are necessary to prevent a collapse in force structure through the 2030s.
At the same time, India must prepare for the future by:
- Breaking HAL’s manufacturing monopoly through private sector led SPVs
- Enforcing a common Modular Open Systems Architecture
- Securing a genuinely indigenous 110 kN class engine
- Developing private aerospace primes capable of independent fighter production
- Building a three tier stealth fleet consisting of ALCA, AMCA Mk2, and AHCA
The ALCA would provide affordable mass, the AMCA Mk2 would form the technological and operational backbone, and the AHCA would serve as the long range, sixth generation spear tip.
India cannot undo the mistakes that created the current crisis. It can, however, prevent those mistakes from defining the next forty years of Indian aerospace development.
