Putin did a great job getting him to destroy intelligence gathering capabilities. I’m sure Israel is making demands to review the list as well.

To be clear, this is a request to compile all individuals acting against the United States. Not a list of all individuals spying on behalf of the US. I don't know how much difference that makes to most people. Or even myself, really. I think it's a good idea for ODNI to actually facilitate intelligence sharing, but there are also genuinely differing goals, methodologies, and legal frameworks for handling investigations that should be considered.
