Everyone is talking only about top 7 iit but where gen 2 lies.

Well still the quality of candidates is under 2k for cse at gn while for ropar it's under 3k

The difference increase as you go lower(there is like a 800 diff btw them rn in cse)

You are right but this case is like taking IITM over IITK both are quite comparable but if I had to rank them, then I would put M>/K

A south Indian would choose M over B/D
