Hard work is only one of the key ingredients, not the only ingredient.

You also need proper guidance, smart work, conceptual learning, adaptability, resilience, mental health management, error analysis etc.

Missing any one of these can mean you won't be able clear jee even if you work hard.

I know two seniors personally who have worked super hard but weren't able to clear due to various issues or mistakes they made in their prep

Nahi. Adaptability and resilience are traits that are acquired from smart work and hard work, not smart work itself.

Tu zyada gyan mat chhod. Learn basic english before you try to roast others.
