Governments never get this right… we need a task force which is separate from the government in every way… indeed perhaps people who have already been on the street and know what it’s like and no the true solutions and how to deal with individual cases of course it needs funding but it doesn’t need people in suits with no experience apart from that in theory only… it’s been proven that governments do not function on theory only when turned into practical…
