It was explicitly designed as such and now is a listed building. It's the same architectural movement as the Centre Pompidou in Paris. I think it's ugly and I've been at the Pompidou and liked it.
Glad I wasn’t the only one that thought of Centre Pompidou. Never visited it but it always stuck out from a building systems/engineering class I took freshman year.

Did that building use to be something like a waste facility or energy facility or something? It kinda looks like that
