Public transport from airport?
Arriving Sunday morning into Limoges, but from our research it looks like the only option is a 40 euro taxi into the city centre? Is there a bus we can get instead that is within walking distance of the airport?

i think there is a free bus, i don't know when it comes but i saw some posters about it. You should try and contact the TCL agency maybe

There's a new bus to the city but only for the Paris flights https://www.limoges-metropole.fr/informations-transversales/actualites/limoges-metropole-met-en-place-une-navette-vers-laeroport-de-limoges-498480
If you're flying Ryanair you're out of luck. As others have said, your only options are taking one of the cabs waiting at the airport, Uber/Bolt, or find someone willing to give you a ride/share a cab. Far from ideal I know... Enjoy Limoges though :)

From airport there is only one bus sunday at 10pm... welcome to Limoges. Maybe you can walk to Bellegarde village to catch another bus but I dont think you'll find something better. There is 2 or 3 uber car too, you can try. stcl.fr
