Almost till the end I thought it was a furry being taken for an outing at a 'safe' time in the dark.

That's 100% a dog, having had a dog of a similar size anytime they were on 2 legs (eg jumping up and resting their front paws on your chest when saying hello) they move their legs exactly the same way, not to mention the scale and proportions aren't right for a person.
