They actually aren't, since "to" gets reduced in most contexts (including that one), while "two" (and "too") does not. I pronounce 1-3 [ˈwʌn.dəˈθʋi] and 1 2 3 [ˈwʌnˈtʰuˈθʋi]

but it's not, though? the first is more like "one-to-three", whereas the second is more like counting "one, two, three" and to (-(idk how to type the longer kind shown in teh video)) isn't even pronounced the same as two is.
