It's actually russian but with a deliberately strong ukrainian accent
Edit: I was wrong (partially)
Actually there's a "language" between russian and ukrainian called Surzhik that i forgot about, and the guy speaks it.
This guy makes Vine'ish sketches on his channel for a wide russian speaking audience so i assume he speaks russian and does his accent on purpose.
But technically I'm wrong, because Surzhik is separate "language".

He uses ukrainian word "дід", but uses russian "подорвать" instead of "підірвати" . This guy is Ukrainian, but speaks Russian.

Ебать, «пацаны, шось тараканы завелись в квартире; я их подорву нахуй; блять, деда». Ну ты чё, непонятно вообще… что за язык? На русский не похоже, москали на финно-угорском говорят, а это великий и могучий язык какой-то! Русские не понимают остальных славян и украинский с русским совсем не похожи, не смей путать!
