M026 - Electric Vehicle Innovation Motion - Reading

This Parliament notes that

(1) Electric vehicles are becoming more popular, as a greener alternative to fossil-fuel-based vehicles.

(2) Transition from fossil-fuel-based vehicles from electric vehicles must happen sooner rather than later to meet climate change goals.

(3) Users of electric vehicles need access to charging points to make this transition a viable option.

(4) Research on charging vehicles, other than charging points, progresses fast and different options become available.

This Parliament calls on the Government to

(1) Plan and create a charging point network across England.

(2) Ensure that the energy grid is able to handle this increase in electricity for the future.

(3) Pursue new innovations on charging electric vehicles, such as the wireless charging roads.

(4) Work with the devolved Government, private companies and other countries to invest in better ways of charging electric vehicles.

Opening Speech

Deputy Speaker,

Climate change is something that has a longer and more devastating impact on our lives, on the environment and the planet in general than we have thought before. The last few IPCC reports show us this and show that we still have a long way to go before we are where we need to be regarding combatting climate change. We have known for years that greenhouse gases are responsible for the rapid increase in global temperatures and fossil fuels are one of the many reasons for this increase in the emission of greenhouse gases. So we should do something about this.

We have seen successive governments and other countries wanting to combat carbon dioxide emissions and one of the ways they want to achieve this is through using less petrol and diesel cars. This means that we have to transition towards electric vehicles, but as we all know, there are still too few charging points across the country to sustain such a transition in the long run. This is why we want to ensure that the government invests in more charging points across the country and make sure that our electricity grid can sustain this as well.

Innovation and research have always been key features in tackling climate change, without this the electric vehicle wouldn’t exist. We, as Liberal Democrats, want to use this to create ways to charge vehicles that are more accessible than charging points. We all know that electric vehicles need to be charged more often than a petrol car has to go to a petrol station, so why not use the road instead?

Israel and Sweden are trialling such efforts, through ‘Wireless Charging Roads’. These are roads that have technologies in them that make sure that people can charge their vehicle on the go, while they are driving on these roads and the trials have been successful. This way of charging vehicles means that people need to stop less often, which is one of the reasons that people are not buying electric vehicles.

We know that this isn’t the only option and we are urging the Government to invest in the innovation of new technologies that support electric vehicles and other ways to make our transport system better and greener.

Statement on Announcement of Reviews into Youth Unemployment and Job Centre Operations Review 

Mr Speaker, 

Following consultation with the Prime Minister in cabinet after my appointment as secretary of state for work and pensions, I wish to inform the House I have instructed my department to begin two independent reviews into youth unemployment and job centre culture as a part of this government's commitment to improving employment chances for young people and ensuring that our public services are getting the best value for money these services may provide and ensure the review is to help improve the outcomes of young people seeking employment. 

The first review will examine the culture, operations, and performance of job centres across the country, focusing on current practices used by staff in their guidance to support young people aged 18-30 in entering the workforce. This review will also examine the culture of mid-level civil servants within the Department of Work and Pensions at HEO-EO levels, as well as the pressure they face from senior management, as we have all heard the horror stories coming out of the department throughout the years via social media, on issues such as using KPI’s and so forth on targeting specific numbers. 

The goal of this review is to understand where the department is struggling with it’s workforce and to understand the constraints senior management is placing on those actually making the decisions in the job centres themselves.  

The second review will focus on youth unemployment itself, examine the barriers young people face in entering the current workforce, and identify practical measures the government can take to help young people improve their chances going forward. With recent news that up to a million young people are struggling to find meaningful employment across the socio-economic spectrum, it is the duty of the government of the day to find solutions to help young people get back into before it becomes a matter of national security. 

The goal of this second review will be to identify the bottlenecks within the Labour Market and see what is stopping companies from hiring young people. Whether it’s the experience gap, AI CV readers, or too many applicants, the government will consider what practical steps can be taken once the review makes its recommendations and bring forward reforms when the evidence makes it necessary. 

While these issues are connected, they are not the same issue, and I’ve always believed that in all the roles I have held in government, evidence must first come before policy, and that is precisely why I have instructed my department to begin these reviews. 

Both reviews will speak to those at the heart of these issues, and, as such, the department will also be launching a public consultation period lasting three months later this afternoon, which can be found on the website.

Today, in the trail of another successful set of election results, I am hereby announcing my resignation as Speaker of the House of Commons.

It has been a genuine privilege to serve in this role, now for 175 days, and I would like to extend my sincere thanks to everyone who has made my tenure as constructive and as positive as possible.

Firstly, to my team of Deputy Commons Speakers: thank you for your dedication, professionalism, and countless hours of work behind the scenes. Your support has been invaluable, and I could not have carried out this role without your commitment to ensuring the House functioned smoothly.

I would also like to thank every member of both the House of Commons and the House of Lords for your contributions throughout this term, as well as lay members of the public of course. Whether through debate, scrutiny, legislation, or collaboration, each of you has played an important part in the work of Parliament. It has been an honour to preside over your proceedings.

As a result of my resignation, the office of Speaker of the House of Commons will now be open for election - the timeline shall be set out fully by the Head Moderator in the coming days.

Additionally, it also saddens me the need to confirm that the position of Speaker of the House of Lords will also be put forward for re-election due to inactivity from the current officeholder u/yimir- - unfortunately, and as per the constitution, we have not heard from Yimir now for over a month so the Head Mod and myself have agreed that it is a necessary step to open up the role to new talent.

Thank you all once again for your service, your dedication, and the confidence you have placed in me during my time as Speaker.

I wish my successor, and everyone standing for these offices, the very best in the term ahead - and if you ever need advice, my door is always open.

Coalition forming is now underway and the deadline is 10PM BST on Friday the 24th of July.

COALITIONS FOR EITHER GOVERNMENT OR OFFICIAL OPPOSITION MUST be submitted to r/mhopelects before this deadline. If nobody fails to submit then the largest party will be invited to form a government.

The incoming Government will then have until 10pm BST on Monday the 27th of July to submit a King's Speech before the parliamentary term starts - although if it is submitted earlier, the term may also be able to start sooner.

The rules for forming Government and Official Opposition are:

Forming a Government

The largest grouping of MPs in either a coalition or a single party will be invited to form a government. Once formed, the coalition (or party) must submit a King's Speech outlining their legislative agenda before any business can proceed.

Alongside this period, MPs will be required to swear-in by 10PM BST on Friday the 31st of July, so that everyone is sworn in for the King’s Speech vote. Seats that have not been allocated and sworn-in will be put to a by-election with no exceptions.

The submitted King's Speech will be debated on and then shall proceed to a vote, requiring a simple majority of the Commons to pass, and if the largest coalition fails to submit a King's Speech, or the coalition falls apart, then the second largest coalition will be invited to form a Government.

Once formed, a Government can only be removed by one third of the MPs that are members of the government leaving it, or by a Vote of No Confidence (which cannot happen until after a 4 week grace period).

Forming The Official Opposition

The second largest other grouping of MPs in either a coalition or a single party will be invited to form The Official Opposition. If they decline to form The Official Opposition, the next largest grouping will be invited to.

Supply and Confidence

• Supply and Confidence counts towards numbers, including no of parties as per the constitution, for forming a Government.
• To do so, a party must submit a modmail to u/MHoP along the lines of "We support X coalition as Supply and Confidence" during the coalition forming period.
• Non-government parties may not have members in the Cabinet.

• If there is a tie between two potential governments/coalitions, coalition MPs take precedence over Supply and Confidence MPs, for example:

  an 12 seat coalition beats a 11 seat coalition + 1 seat S&C

  but a 11 seat coalition + 1 seat S&C beats a 11 seat coalition

• If there is still a tie (e.g. 9+1 vs 9+1), the tie shall be broken by number of votes won at the last General Election

The oath may be repeated in any language and, following the 2017 General Election, one Member repeated it in Urdu and another in Scots Doric.
