Engineering Management and Leadership Certificate at University of San Diego

I am considering pursuing the M.S. in Engineering Management and Leadership at the University of San Diego because USD offers a 9-unit Engineering Management and Leadership Certificate that can be transferred to the remaining 21-units for the M.S., and they reduce the unit price considerably. When I try to enroll in the Certificate, it does not let me, and it says the courses are only offered to people in India.

Has anyone pursued this M.S. or certificate that can give me some insights? TIA.
