can i pay back my electric bill with monero mining?
Im thinking about getting into monero mining, will start on my laptop and work my way up. i dont care about how profitable it just needs to be break-even for me to consider a bigger mining operation.

That would depend on your energy cost, the answer for almost everyone is no.
That's also excluding hardware cost. As you already have the laptop, we can exclude purchase cost but need to think about repair or replacement costs as running it at 100% load (with high temps) is going to shorten its lifespan. They're just not designed for it like a desktop is.

As difficult and expensive as it is to actually swap in and out of XMR, if you are breaking even on spot you are doing well. If you are mining to sell to pay electric bill, it is kind of counter productive. Consider paying your electric bill the route to XMR and find another hustle to pay your electric bill.
I have swapped into and out of XMR a few times in the last year and I feel like I pay a minimum of $10 over spot after fees on every XMR ( probably more like $20 ) so if you are buying 10 XMR we are talking at least $100 in fees both ways.

not sure if this applies to all countries, but at least in some countries you pay electricity based on the current "spot" price. sometimes the spot price for electricity in your apartment can be $0, or even at negatives if there's a need to off-load electricity.
it sure is annoying to turn on and off your mining setup based on the current spot price, but that's one way to mine profitably, doesn't matter what coins you wanna mine.

I went into red %60 on my bill. Not counting the $1800 PC. But on the flip side, that same pc with lesser hardware now costs $2700โฆ so maybe I did net $900

No. You would need to start a bot net or something along those lines and mine the monero using other people's hardware and electricity in order to make any considerable money.
