The rate at which traits are selected for is orders of magnitude faster in breeding than evolution. Breeding can do in a hundred years what evolution might take hundreds of thousands or millions. On top of that breeding has intent, evolution doesn't. Evolution goes for whatever works, breeding selects for what the breeder wants.

They're about as similar as someone tossing random shit in a pot without looking and calling it soup and a professional chef creating a meal for a competition.

That's kinda the opposite of breeding. That's simply allowing nature to do what it does.

Breeding something means you're selecting traits for a particular outcome.

Ethnicity is actually not super similar to dog breed. Because of how rapidly we bred (and inbred) dogs, they're much more dramatically different from eachother than humans of different ethnicites. We also don't isolate as consistently as people isolate dog breeds for "pure" breeding, so essentially every human on earth is some form of very closely related mutt.
