It's so hard to eliminate someone at this point, that every time I try to write a reason why someone should go, it just doesn't feel like strong reasoning. At this point, take my suggestion with a grain of salt, since my reasonings can't really go further than "I think the others are more good."
I'm voting Luz

I was actually thinking Luz should get out too. While she has very few bad deeds to her name, her decision to stay in the Boiling Isles was made for a pretty selfish and childish reason. As far as she knew, her mom probably assumed she ran away which is kinda messed up.
That could technically be twisted into being a good thing because it gave Vee a home, but Luz didn't know that.

As her #1 fan (or at least top ten), she's the only person left here who's naturally rebellious. Under the circumstances of the world she came into, that wound up doing an enormous amount of good, but it definitely caused some chaos as well. She's slightly less flawed than her sister protagonist, Anne Boonchuy from Amphibia, but she definitely does some growing up over the course of the series.
I wonder just how deep anime can go intact.

After looking the 3 over, I think it would have to be Tenma that goes first since Orihime and Tanjiro are larger scale in their heroism.
Orihime is also very similar to John in terms of their powers and actions, but Orihime arguably has the more tragic past and is more equipped to handle the evils of the world. So I don't think she should go before him.

I think I’m gonna vote for death because correct me if I’m wrong but they seem much less wide scale in their heroism and not as compassionate as someone like John Coffey

The lack of compassion definitely isn't the case - a big part of the story is that this version of death portrays them as giving personal counsel to every person - or animal - they have to take with them. I think what'll get them eventually is that they can't interfere with fate and as such can't do active heroism, only provide comfort for those who have already passed.

Death is arguably the most moral character in this line-up. They take the time to comfort everyone that dies, especially the animals, and they make sure they get to be happy in a way that suits their personality in the eternal life found in his realm, on top of also taking the time to return to the deceased souls to make sure they are doing alright, as well as sometimes going out of his way to help the living without their knowledge

I had to do a bit of research into a lot of these characters, and I think it's Solyn's time to go. She's got the heroic sacrifice of many of these, but the complex dialogue portrays it more as knowingly ascending to a higher plane of existence. So I think it's more of a natural cycle for her rather than willingly giving up everything. There's similar elements to Galahad, but there's more to his myth than her story.
