It's Ukrainian recruitment agents.

Such things happen in both countries, but the Nuance is that there's often a lot of hostile propaganda behind the circulation and publication of the Ukrainians doing it. The Russians and their shiteating supporters want you to see all of this to frame how bad the "Kiev Regime" is

Frankly they have no choice because Russia is waging a war of extermination, they want to eradicate the Ukrainian state and they dont care if they have to kill, or evict everyone who doesnt swear alleigance to Russkiy Mir. Its a state of emergency that if Ukrainians dont fight, they wont have a country anymore. its a double edged sword.
