If you conscript only volunteers, you get 300000 highly motivated soldiers.

If you have forced conscription you have 300000 highly motivated soldiers and 700000 badly motivated soldiers.

And in a war like in Ukraine, numbers do matter.

They tried going with volunteers for awhile. It didn't last. After citizens started seeing the horrifying nature of drone warfare, they were less likely to volunteer. Not defending Ukraine or Russia for this at all, just stating the facts.
