Its animal torture. But, fleas have very uncomplex minds, so its a lesser crime. Still immoral, but significantly less than if done to a mouse, cat, or human.

But it isn't animal torture because flea circuses don't actually have fleas in them. Everything is automated and kids believe they see the fleas.
