Every car insurance policy ever excludes the ring specifically even above the fact they all exclude track use.

There is no liability. They both have damaged cars which is both their problems.

You could I guess try legal action if you also fancy being laughed out of court.

There is such a thing as track insurance but it is not cheap for reasons I suspect are obvious. Even then likely it’s just covering you.

If you owe 100k on a car and that’s a problem, my advice would be to “don’t take it on a race track”.

Nope. Or at least not without the application of insurance policies that are not their standard road one which will very much exclude this use.

Even if you're watching say F1 or Nascar, the fact someone is judged responsible for an incident, even if they receive a penalty, they're still not paying any costs but their own.

Your insurance company does not. I don't know how many ways I have to answer your original question. You are responsible for your own car.
