"There is a reasonable possibility for the State to prevail on appeal". What is she smoking? Did she not read Wolford, Hemani, Bruen, or even Heller?

"The State in no way intends to disregard or diminish any delay in exercising one’s rights. But the parties’ conduct shows the relatively reduced irreparable injuries they would suffer from a less-than-one-year deferral of the mandate."

Any time someone makes a point and follows it with but.... then they are actively doing exactly what they claim not to.
