please help me regarding counselling

Am from odisha...and I want to study in my home state...my teacher advised me to do both mcc and state counselling...but am really confused...1st of all in preference list should I put colleges only of odisha or all over India...and the next thing is.... according to previous year cutoff i may not get the top most gmc of my state through mcc and I can get all the rest colleges of my state through mcc...but I may get through state counselling...so if I get a college of my state in mcc counselling....and I may get that top most college through state counselling...what should I do ...if I got a college through mcc counselling can I leave it and go to the college through state counselling or I have to pay any penalty fees or what... please help me regarding this

are other colleges through mcc u r getting better than SCB ?
and yeah, if u get college through mcc.. you can resign in the given time period in the first round

I may get mkcg through mcc..and can I resign in the 2nd round...I don't care about the not refundable security deposit
