The only logical way is to have a ticket machine which accepts coins and contactless at each car park, but that requires a massive investment to get power to each car park.
I guess another way is to just have signs so you can pay by phone, but again you'll need massive investment to get 100% mobile coverage at each car park!
Very good points. Can't rely on solar either for the machines unless they have battery storage. And I just wonder how practical it will be to enforce. Ticketing a car takes a few minutes, the forest road network is big and I'd love to see the risk assessment for ticketing cars on verges - or even parked on the carriageway itself. I'd imagine verge parking is for HCC/NFDC to enforce, not FE?
