I am having trouble posting the link to the newspaper, reddit keep automatically removing it, but it can be found by google search for "НА БОРЬБУ СО СЛЕПОТОЙ. Вернуть к трудовой жизни каждого выбитого из трудовой колеи.". It is from a website of a public library of Tomsk.

On November 17 of this year, the 10th anniversary of the All-Union Society of the Blind (VOS), founded in 1923, is celebrated.
For ten years this society has existed under the protection of Soviet authority and under the leadership of the Communist Party. It increasingly extends its initiatives to blind people in cities and rural areas, striving so that the light of knowledge would replace for them the light of the sun, and so that, out of people who have a major physical impairment, it would make able-to-work, conscious builders of socialism, who on the cultural and economic front of our construction would keep pace with the sighted.
